The developer's intent is to plat 51 single family <br />homes, with the first 14 lots proceeding to final plat approval at this time. <br /> <br />The following items are enclosed for your information: <br /> <br />A) <br />B) <br />c) <br />D) <br /> <br />Site location map <br />PrOposed preliminary plat <br />City Staff review letter (if completed in time for inclusion) <br />1989 Northfork Park Dedication Agreement <br /> <br />Some of you may recall the 1989 park dedication for Northfork, which spelled out the various park <br />dedication considerations. As it relates to Northfork Oaks Addition, park dedication has been <br />fulfilled by the dedication of the trail and Lake Itasca Park. <br /> <br />To summarize: <br /> <br />The agreement calls for park dedication to be resolved south of 153rd Avenue N.W., at the <br />time of platting. <br /> <br />The area :east of Andrie Street N.W. and north of 153rd Avenue N.W. is satisfied <br />(including Northfork Oaks Addition) with the exception of the alignment of the connection <br />from the Lake Itasca Park to 153rd Avenue N.W., and a trail corridor from the park to the <br />west, to connect the Northfork Links Addition south of 153rd Avenue N.W. <br /> <br />The area west of Andrie Street N.W. owes park dedication in the form of two, one-acre tot <br />lots (or one two-acre park) and $500.00 per dwelling unit. This obligation is viewed as <br />important by City Staff. While a park plan is not ready for adoption for the Lake Itasca <br />Park, it is quite apparent that the westerly extension of the boundary lines of the park to the <br />lake itself is critical for a quality neighborhood/community park. <br /> <br />It is believed that,~upon formulation of the preferred park plan, the park dedication obligation, west <br />of Andrie Street N.W., can be consideration in insuring that the Lake hasca Park will be of the <br />highest quality possible. This plan includes a lake shore picnic and wildlife observation area and <br />development of a softball field near the toe of the slope between the lake and the eastern boundary <br />of Lake Itasca Park. This issue will be resolved at a later date. <br /> <br />Observations/Recommendations: <br /> <br />In Staffs opinion~ there are two issues for the Commission to address: tree conservation and <br />establishment, and east/west pedestrian/bicyclist u'avel to and from the Northfork Subdivision(s). <br /> <br />The developer should closely adhere to the City's tree conservation policies by submitting a <br />tree conservation plan, in conjunction with the grading plan, showing two-inch, or <br />equivalent thereof, tree placement on lots without front yard trees. <br /> <br /> <br />
