The intent of the Urban Reserve District is to provide for the most efficient utilization of <br />land once municipal sewer and water becomes available. Therefore, this plat will be <br />reviewed with that in mind, particularly given the project schedule for these services. <br /> <br />The developer is apprehensive that it will be too costly to extend sewer and water to this <br />peninsula of high ground to serve a limited number of lots and therefore render the project <br />economically unfeasible. Therefore, to ensure that he will be able to recoup some of his <br />investment by marketing 2 lots from this property, he wants to create the rural lots before <br />the property comes into the MUSA and he loses that capability. <br /> <br />City Staff is of the opinion that the cost of sewer and water to this plat will not be <br />unreasonable and recommends that the developer redesign the plat to urban standards and <br />seek preliminary plat approval of same. It is anticipated that 20 to 30 urban lots might be <br />possible from the highland available. Subsequent to preliminary plat approval, the <br />developer could final plat only the first two lots off of the 151st extension and the <br />remainder of the property could be platted as outlots for final plat approval when sewer and <br />water is available. These two outlots could be retained by the developer or sold to the <br />buyers of the two platted lots for speculation. <br /> <br />If the extension of city sewer and water is too costly for the number of lots achieved, the <br />developer or property owner is not obligated to final plat the two outlots. Then the two lots <br />that are final platted could be developed with on-site septic systems because the outlots that <br />are not to be developed with city sewer and water will pro¼de the necessary area density. <br /> <br />If the extension of city sewer and water to the site is economically viable for the number of <br />lots achieved, the developer or property owner simply needs to apply for final plat approval <br />of the outlots based on the approved prelim/nary plat. <br /> <br />Park Dedication: The sketch plan will be reviewed by the Park and Recreation Commission <br />6:00 p.m. on August 11, 1994 for park dedication requirements. <br /> <br />The Planning and Zoning Commission will be meeting at 7:30 p.m. on Thursday, August 11, <br />1994, to consider your request for sketch plan review of Fox Knoll. For your information, we <br />have enclosed a copy of the case cover sheet.
