RRCMP, p. tV-4 <br /> <br />Sources of ~Funding: <br /> <br />Anoka County's position is that all improvements in Rum River <br />Central Regional Park are eligible for Development Grants in the <br />Regional Recreation Open Space System maintained by Metropolitan <br />Council. ~ecause of recent difficulties experienced by the <br />regional s~stem, the County will also pursue an alternative <br />funding path for the proposed Family Campground. If the <br />alternative does not succeed, the County will request regional <br />funds for that project, as well. <br /> <br />A Campground Development Alternative: <br /> <br />Anoka County will explore a concession approach to developing the <br />Family Campground in this Regional Park. If this plan is <br />approved, t:he County will request proposals from private sector <br />developers Go construct and operate Phase I of the family <br />campground,i under negotiated operating criteria. The County will <br />retain an ~ption to renew the operating agreement, at the end of <br />a stipulated period (of several years), or require the operator <br />to turn the! facility over. If the operator wants out before the <br />end of the ~perating period, the County will seek another <br />operator or-acquire the ~acility ~or its own operation at a pro- <br />rated buy o'ut price. If the concession approach to Phase I of <br />the campground is successful, Phase II o~ the campground <br />development could proceed under a similar agreement, upon <br />demonstrated demand. <br /> <br /> <br />
