07.05.94 <br /> <br />DRAFT FOR REVIEW <br /> <br />RRCMP:V-1 <br /> <br />RUM RIVER CENTRAL REGIONAL PARK M_ASTER PLAN <br /> <br />Section V: Conflicts <br /> <br />There are no known conflicts between this Master Plan and other <br />existing or proposed project plans or land uses. The Master Plan <br />for Rum River Central Regional Park is consistent with the <br />Comprehensive Plans of Anoka County and the Cities of Andover, <br />Ramsey and Oak Grove. In the County's opinion, based on <br />preliminary discussion with MnDNR Trails.and Waterways staff, it <br />is also consistent with the Scenic and Recreational River <br />Management Plan for Rum River. A copy of this revised plan has <br />been forwarded to MnDNR for review. <br /> <br />Rum River Trail Corridor: <br /> <br />In the course of preparing the plan, the need to resolve the <br />merits and feasibility of a Rum River Trail Corridor in at least <br />Anoka County became apparent. Anoka County is ready to <br />participate and recommends that the Metropolitan Council and/or <br />Metropolitan Parks and Open Space Commission lead a feasibility <br />study. Other stakeholders include Mn. DNR - Trails and Waterways, <br />the Cities of Anoka, Andover, Ramsey and Oak Grove, and <br />logically, MnDOT and Isanti County. <br /> <br />Possibly, this issue could be resolved as part of the preparation <br />of a Regional Trail Plan, a process which has been underway for <br />some time at Metropolitan Council. The fact that the corridor <br />extends outside the metro region suggests a strong leadership <br />role for the state agencies involved. <br /> <br />Mountain Biking: <br /> <br />Local park staff reported during interviews that they receive <br />requests for places to use Mountain Bikes. They suggested that <br />the activity be considered in the Rum River Central Regional Park <br />Plan. <br /> <br />After consideration, this plan recommends against mountain bike <br />use in the park, except as biking will be permitted on surfaced <br />trails in Phase II of development. In ~act, all o~f road or off <br />trail uses should be discouraged. The Anoka County Soils Map <br />shows that upland soils in this park will not support off-road <br />travel on level ground, much less at any grade. Soils are fine <br />sands, with low organic content, and any break in plant cover <br />allows "blow-outs" from wind erosion and "gullies" from water <br />erosion. Once started, both are difficult, labor intensive and <br />expensive to stop. Low ground soils are floodplain alluvium, <br />very fine silt, which also erode and blow away when dry.
