I <br />I <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />07.05.94 <br /> <br />DRAFT FOR REVIEW <br /> <br />RRCMP:VI-1 <br /> <br />RUM RIVER CENTRAL REGIONAL PARK MASTER PLAN <br />Section Vii Public Services <br /> <br />Necessary Services for public recreation use of Rum River Central <br />RP include: <br /> <br />River acceSs/river travel: <br /> <br />There are adequate public access points on the Rum River, up and <br />downstream~of the park, including those at Rum River North County <br />Park, near,St. Francis, and Rum River South Park, in Anoka, both <br />operated by Anoka County. <br /> <br />Roads and ~ridges: <br /> <br />Access to the park from the south and the north is via C.S.A.H. <br />7, which c~nnects U.S. 10 and S.T.H. 47 in Anoka to the park <br />entrance, and continues north along the park boundary to a <br />junction with C.S.A.H. 22. The park may also be reached from the <br />west via C..S.A.H. 27, which connects S.T.H. 47 to a junction with <br />C.S.A.H. 7 rnear the park entrance. Both highways are maintained <br />by Anoka CGunty. No improvements are needed for either road to <br />allow publ£c travel. Rum River bridges on C.S.A.H. 22, north of <br />the park, and on C.S.A.H. 7 on the south, are both new. <br /> <br />Sewer and water: <br /> <br />No municipal sewer or water systems are available to Rum River <br />Central RP. Water will be provided from wells. Sanitary sewer <br />for toilets~, campground buildings and other use areas will be met <br />by either on-site systems or vault/holding tanks, as needed. In <br />a few instances, low density or seasonal use areas may be served <br />by portable toilets. No unusual issues or problems are <br />envisioned. Anoka County Parks Department currently operates <br />several county and regional parks in the same way. Cost <br />projections for the development concept and for park management <br />were made w~th this assumption. <br /> <br />Electric Service: <br /> <br />Electric seirvice is available along C.S.A.H. 7. As explained <br />elsewhere, ~he County will make every effort to place interior <br />electric service underground. <br /> <br />Trails: <br /> <br />Bikers and ~ikers can reach the park on the shoulder of C.S.A.H. <br />7. As yet,-there are no grade-separated trails connecting to Rum <br />River Central RP. This plan recommends a feasibility study for a <br />Rum River T~ail Corridor which would connect to the park. <br /> <br /> <br />
