DETERMINE PARK DEDICATION FOR WILLOW RIDGE <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />CASE #5 <br /> <br />Background: <br /> <br />Mr. Gary Gorham, of Gorham Builders, is proposing an 18.2 acre subdivision, east of State <br />Highway/?47 and south of 153rd Avenue. The subdivision, entitled Willow Ridge, is projected to <br />embody 34 lots t~or a density of 1.9 units per acre, and will be served by municipal water and <br />sewer. <br /> <br />Please Note: <br /> <br />The attached P~ugust Planning Commission case includes important details relating <br />to this parcel, Such as the location maps. <br /> <br />Observations: <br /> <br />During 1993, the~City completed a trail segment within the Amber Ridge subdivision; the most <br />critical segment lleing that area paralleling State Highway #47. The developer of Willow Ridge <br />should be required to pave an eight-foot bituminous trail extending from Amber Ridge to the <br />northerly limits o~' Willow Ridge, parallel with State Highway #47. The developer's sketch plan <br />shows an additional 40 feet from the right-of-way being dedicated for this purpose. <br /> <br />Again, similar to Amber Ridge, the developer should, when possible, construct a berm to screen <br />and separate trail users and homeowners from the highway. Within Amber Ridge, the berm was <br />completed to a width such that the trail surface was forced to close proximity with the adjoining <br />property lines. ~s you will recall, the Commission and Staff recommended a berm, seven feet <br />above the finishefl trail surface, to maximize the berms visual and audio screening effect upon <br />pedestrians and bicyclists, both of which commonly have a perceptive height of about six feet <br />above a trail surf6ce. While the berm would still be the recommendation, it would not be at the <br />sacrifice of adequate space for the trail surface. <br /> <br />Also, as in the cast of Amber Ridge, the developer should be required to provide a forestation and <br />screening plan foi the berm. The developer(s) of Amber Ridge agreed to establish a variety of <br />seedling trees and' shrubs (Anoka Conservation District) on the berm, and then went on to exceed <br />that requirement by locating cedar, spruce, pine, and miscellaneous deciduous trees by mechanical <br />means. The same~.tree spade may be available to Mr. Gorham. The Willow Ridge property does <br />have a few movable cedar trees, and others may be available for salvage in the City. <br /> <br />It is recommended that the links the trail affords will satisfy the subdivision's immediate needs for <br />recreation. Willo~w Ridge is between Woodland Green, Bear, and River's Bend parks, and the <br />future parks of JU/~iper Woods and possibly the Municipal Center site. The city-owned parcel <br />bordering the Rum River immediately east of 153rd Avenue will, in addition, be developed for <br />passive uses. <br /> <br />Staff Recommendation: <br /> <br />Require dedication of 40 feet of trail corridor adjacent to State Highway #47 and cdnstruct <br />an eight-fOot bituminous surface (two inches over four inches of Class V to approved <br />specificati~>ns) on a specific alignment determined by the City. Cash credit for.the trail <br />constructi ~On will be $5.00 per lineal foot. The remaining park dedication shall be satisfied <br />in cash (prOjected at $5,535) based on the following: <br /> <br /> <br />
