The westerly north/south street has been platted to the boundary of the adjacent property to <br />accommodate extension and future development of the parcel to the north. <br /> <br />The east/west street, which will be 149th, has been proposed with an outlet onto Hwy. <br />#47. Initial comments from Mn/DOT regarding the access onto Hwy. #47 were negative, <br />however, subsequent conversations with Mn/DOT have suggested the possibility of the <br />149th Lage connection in conjunction with closing the access north of 152nd on the west <br />side of H-wy. #47. Two ingress/egress points are essential for servicing the number of lots <br />proposed:cto be created. The developer must apply to Mn/DOT for a fight of access permit. <br />In accordance with preliminary comments from Mn/DOT, the developer is proposing to <br />dedicate 50 feet of fight-of-way from the centerline of Hwy. #47. <br /> <br />~ A drainage and grading plan will need to be developed. This plan should <br />expand t½e topography to include adjacent areas since the areas to the north and east contain <br />protected! wetlands. A DNR protected wetland exists on the south boundary of the project. <br />This we0and is a two basin system which ultimately has an OHW outflow which <br />discharges to the Rum River. The proposed drainage system should make use of the <br />existing l~rotected wetlands to alternate the 'bounce' of the water level following a storm <br />event and interconnect the wetlands to provide an outlet for the system. <br /> <br />8. Utilities:~ The developer is proposing to install the public improvements (streets, storm <br /> sewer, sewer and water) with no financial participation on the part of the City. <br /> <br />9. Park De4ication: At a minimum, park dedication will consist of continuation of a trail <br /> parallel tO Hwy. #47. As with Amber Ridge, the trail and homes should be buffered from <br /> Hwy. ~47 with a landscaped berm. Accordingly, 'the developer has provided a 40 foot <br /> right-of-Way for trail and screening berm. The berm should not be as wide as the one <br /> constructed in Amber Ridge as it forces the trail to rest on the property lines of adjacent <br /> lots. The_~plat will be reviewed by the Park Commission. <br /> <br />The Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, August 2, to <br />consider your rd, quest for sketch plan review of Willow Ridge.
