1995 - 2000 By: CASE #6 CAPITAL IMPROVEMENTS PROGRAM (CIP) Mark Boos, Parks/Utilities Supervisor Background: As you will recall} each year the Park and Recreation Comnfissi,o_n submits its recommendations to City Council for 6% addition of the new fifth year of the Park s Five Year CIP, in this case, the year 2000. Often ~:he nearer programmed years are amended to reflect various internal and external circumstances. Tl)e proposed CIP contained within this case differs little from the Five Year Plan prepared by the Commission and ratified by City Council during 1993. The most significant change is swappi4g the Central Park expansion for field lighting from year 1997 to 1996, in place of the projected trtyil paving along County Road #83, linking the northern most reaches of the Lake Itaska Trail to 153'.rd Avenue N.W. There are also minor expenditure additions, primarily in 1995, some of which ar~ to be derived from interest earnings from the Park Improvement Trust Fund, without regard to district. Most of these are intended to be safety improvements. The Commission will also note tha~ 1994 is included for discussion purposes and the year 1999 - 2000 have been melded together to accommodate the uncertainty of that year's specific CIP needs and revenues. As was suggestedlduring Commission Input at the June 9, 1994 Park and Recreation Commission meeting, if the Fige Year C1P request is not agreed to by consensus or motion at the August 11, 1994 meeting, theCommission will need to meet at a different time, perhaps August 18, 1994, to finalize their recorfimendation to City Council. 1994 County Road #116 Alternative Transportation Corridor - This project, as the Commission will ~,ecall, entails trail, landscaping, signage, and bike locker development to link the Anoka Senior High School to the Ramsey Elementary School via County Road #116 and areas on either side of the!Wood Pond Hills subdivision. The City is awaiting confirmation from the Federal Highway ,Administration for project construction to begin. This notification is expected shortly and will se~ the project proceed at ti feverish pace in order for the trail to be completed this year. Lake Itaska Trail Improvements - This particular trail development began in 1993 and is continuing to date[ Approximately 1-1/4 miles are ready for paving and City staff is expecting a formal quotation v~hich will allow the paving of this segment by contract. Solstice Park Development - This is the most recent park plan formulated by the Commission. Little activity has taken place in the park's development with exception of receipt of a landscaping quote for the entry area. Because of the magnitude of the Lake Itaska project, this park is temporarily receiving a secondary priority. Greenland Hills ~Wetland Interaction Area Purchase - As you will recall, the City intends to purchase the l~ge tract of wetland, south of the proposed 153rd Avenue N.W. extension, from Variolite Street N.~.W.,~W to County Road #83. Intended is development of the wetlands by trails and picnic areas to cor~pliment the trail being constructed adjacent to 153rd Avenue N.W. with State Aid dollars. Actultl purchase may not occur this calendar year with State Aid dollars paving the trail and other ass6ciated improvement in 1995. Riverdale Park iDevelopment - During 1994, Riverdale Park received a backstop, players benches, playgrotind equipment, resilient surfacing, containment timbers, construction of the berm, landscapzng; seeding, and bench. There remmns adequate dollars in the park's development fund for the provision of a single tennis court, tt is Staff's intention to request proposals for the 1995 constructioniof the tennis court. Dollars relnaining over and above the $30,000 favorable funds status now gaay be reserved for associated connections within the Mississippi District to Riverdale Park. These would be along the south side of Riverdale Drive N.W., east of the park
