MEMORANDUM

DATE:

August31,1994

Park and Recreation Commission

CC:

FROM:

Ryan Schroeder, City Administrator
Sylvia Frolik, Zoning Administrator
Jim Lacey, PubLic Works Maintenance Worker
Grant Riemer, Public Works Maintenance Worker
Linda Mayer, Secretary
Stan Peichel, Principal Ramsey Elementary School
Dave Baack, President RYAA

Mark Boos, Parks/Utilities Supervisor

September 8, 1994, Park and Recreation Commission Meeting

The primary purpose of this memo is to inform you that the September Park and Recreation
Commission meeting will be held at Fox Park, 17240 Potassium Street N.W., at 6:00 p.m. In
case of obvious inclement weather, the meeting will be conducted at City Hall at 6:30 p.m. The
thirty-minute delay would allow for regrouping at City Hall in the event of sudden unfavorable
weather.

Issues expected to be addressed by the Commission are as follows:

· Review/tour of Fox Park

Review/approval of a revised draft Comprehensive Trail and Park Plan. As you
may recall, the Commission approved the draft Trail P!.an in June 1994, after amendments,
with the intent of adding the proposed parks element to it:' '

After the Park and Recreation Commission has reviewed the draft Comprehensive Trail and
Park Plan, it would go to the Planning Commission for comment, then to a public hearing and
to City Council for approval or amendment. The public hearing and City Council action may
be concurrent with other planning documents such as land-use or a u'ansportation plan update.

You will also recall that Mr. Bill Smith of Biko & Associates provided us a colored working
copy for the draft trail plan process and was to re-submit the plan based on the changes
recommended at the June 9, 1994 meeting. A message was left for Mr. Smith requesting a
meeting with Staff for inclusion, and preparation of the proposed park plan with the "existing"
draft trail plan for the September meeting.

The Planning Commission has requested that a member(s) of the Park and Recreation
Commission accompany Staff in presenting the 1994 draft Park and Trail Plan to the
Commission at their October meeting if possible. ,

Receive/interview applicants for the Park and Recreation Commission vacancy.
As of this writing, the City has received one application. The applicant, however, may not be
able to attend the September meeting. ..

Status/update of the Lake Itasca Trail project. In addition to receiving an update, the
Commission -may want to discuss the possibility of meeting at the actual Lake Itasca Park site
in October. This would give the Commission a chance to see the completed trail segrnents.
