At the time of sketch plan review, it was noted that all wetland areas should <br />b¢ designated as drainage and utility easements. Only the length of the <br />Count)' Ditch is designated as a drainage and utility easement. The <br />remainder of the wetlands should be designated accordingly, <br /> <br />Par}: Dedication: The park trail corridor shown on the September 12 <br />drawing appears to be adequate and meets the urban width of 35 feet. The <br />trail should be graded and paved concurrent with street paving. The <br />bituminous surface of the trail ma)' not exceed 5%. The trail will extend <br />from the limits of the southern boundary of the plat to the boulevard of <br />153rd Avenue N.W. The trail will be constructed to City standards <br />including an 8 foot wide bituminous mat 2 inches thick over 4 inches of <br />base and tuff established of a perennial mix w/th no broadleafs. Cash credit <br />of $5.00 per lineal foot for the paved surface will be deducted from the <br />remaining cash payment due. If the City Engineer determines that the trail <br />corridor is necessary for future municipal utiity etension to the plat, <br />additional trail corridor width may be require& <br /> <br />City policy requires one - two inch diameter tree to be planted on each tot at <br />the time of issuance of the certificate of occupancy. In addition, the City <br />requires that each significant tree in any areas to be disturbed ~ lo:~ated on <br />the grading plan with a corresponding tree protection plan for those trees. <br /> <br />The Park & Recreation Commission will be making a final review of Fox <br />Knoll at their regular meeting on Thursday, Dctober 13 at 6:30 p.m. The), <br />will be meeting in the Council Chaml:w~rs of the Ramsey Municipal Center, <br />15153 Nowthen Blvd. N.W. The developer, or representatives thereof, <br />should plan on attending the meeting. <br /> <br />Future Subdivision: The comprehensive plan amendment requesting <br />inclusion of this property in the Metropolitan Urban Service Area (MUSA) <br />was submitted to the Metropolitan Council in October of 199.3. The City <br />has been informally advised by Metro Council staff that MUSA approval is <br />imminent pending receipt of the consultant transportation data due by <br />August 5, !994. Further, it is expected that the property immediately south <br />of this property will b: sewered during 1995. <br /> <br />The property is in the Urban Reserve District and as such, the Developer <br />should be planning for the transition of the proper'o' to urb~ densities by <br />preliminary platting all 14 tots shown in the Future Subdivision Plan. <br /> <br />City Staff is recommending that the'Dex;eloper seek preliminar), plat <br />approval of the 14 lots shown in the Future Subdivision Plan. The <br />Developer could then seek f'mal plat approval 0fLot 4, Block 1 and Lot 10, <br />Block 2 with Lot 3 of Block 1 and Lot 9 of Block 2 planed as ouflots to be <br />sold with Lots 4 and 10 to provide area for on-site septic systems.
