CASE # RECOMMEND~ CITY COUNCIL ADOPTION OF THE PARK AND RECREATION COMMISSION'S COMPREHENSIVE PARK AND TRAIL LOCATION PLAN By: Mark Boos, Parks/Utilities Supervisor Background: At the Commission's November 10, 1994 meeting, the final recommendations were formulated for the Comprehensive Park and Trail (location) Plan. All changes should be reflected on the plan which will be available at the meeting. As you will recall, the Planning Commission requested a review of the plan earlier this fall. The Planning Commission will have met earlier this week and some comment 'on the plan is expected (December 6, 1994 Planning Commission case is enclosed). In addition to recommending that City Council adopt the Park and Trail (location) Plan, The Commission also!intended to review the u'ail portion of the planning document currently titled Cio' ofRamsey Comfl, rehensive Parks and Open Space Plan. The Park and Trail Plan will need to be acted upon in ord~e~ r for City Council to proceed with the public hearing including other elements of the City's Comprehensive Plan. The other components such as trail width standards or detailed descriptions of tl)_e individual trails will be separate from the public hearing and, as such, can be determined later. Commissioner Jill Johns has provided suggestions to the trail issues "paper" disseminated at the November meeting (November 15, 1994 memo requesting review enclosed). Many of Commissioner Johns' suggestions are incorporated into the revised issues paper. Staff recommends a reading of attached trail issues to determine consensus and a review of other trail concelTl s. Commission Action: Recommend that City Council adopt the Park and Trail'Plan as presented by the Park and Recreation Comtttission.
