CASE # <br /> <br />REVIEW PARK AND TRAIL LOCATION PLAN FOR <br />COMPATIBILITY WITH LAND USE <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Over the course of the last 18 months, the Park and Recreation Commission has reviewed various <br />elements of the Comprehensive Parks and Trail Plan. The last official Plan was adopted by City <br />Council in May 1991. It is expected that City Council will adopt the Park and Recreation <br />Commission revised park and trail plan concurrent with the City's Comprehensive Plan early in <br />1995. <br /> <br />Because of the transportational nature of trails (as well as recreational) Mr. Bill Smith of Biko and <br />Associates was enlisted to assist with the preparation of the Commission's recommendations. Mr. <br />Smith, you will recall, has assisted with other transportation issues related to Ramsey's <br />Comprehensive Plan. <br /> <br />The Planning Commission is also involved in transportation issues. For this reason, you are <br />requested to provide comment on the compatibility of the transportation elements of the Parks and <br />Trail Location Plan with other land use and transportation issues. <br /> <br />Observations: <br /> <br />The Park and Recreation Commission has not received the Biko and Associates rendering of the <br />Plan since their last direction to the consultant (nor has staff as of this writing). Therefore, it is <br />requested that the Planning Commission's analysis be general in nature. <br /> <br />On December 8, 1994, the Park and Recreation Commission is expected to recommend that City <br />Council adopt the Park and Trail Plan after receipt and potential modification of the Plan that will <br />first be available to you on December 6, 1994. It is important to remember that the Park and <br />Recreation Commission's plan is intended to represent: <br /> <br />· Destinafionai linkage; not precise trail alignments. <br />· Projected park locations based on possible future need. <br />· Ahemates where variables such as future residential development and road alignments are <br /> unknown. <br />· Priori~, trail heads; not each parking or access point. <br /> <br />Staff Recommendation: <br /> <br />Receive and review the Park and Trail Plan available at the meeting and provide general comment <br />on its compatibility with the land use and transportation issues known at this time. <br /> <br />Commission Action: <br /> <br />Provide comment to the Park and Recreation Commission based on discussion. <br /> <br />Reviewed by: <br /> <br />Copies distributed to: <br /> <br />Ciu, Administrator <br />Zoning Administrator <br />Parks/Utilities Supervisor <br /> <br />Park and Recreation Commission <br />Ci~, Engineer <br /> <br />PC:1~6~4 <br /> <br /> <br />
