Bill Smith of Biko and <br />Associates presented a revised Draft Park and Trail Plan based on comments at, and subsequent to, <br />the June 8, 199,4 Commission meeting. Minor corrections were recommended by the <br />Commission. Mr. Smith will have the new park and trail map available for the December 8, 1994 <br />meeting, at which time the Commission will need to recommend City Council adoption concurrent <br />with other elements of the City's Comprehensive Plan. The Comprehensive Plan (including many <br />elements such as land use, transportation, etc.) may be adopted by City Council following a public <br />hearing as soon a~ January 1995. <br /> <br />In a related matter, the Park and Recreation Commission is in the process of updating and <br />improving the Parks Comprehensive Plan. As the Trail Plan and the Park Plan are currently before <br />the Commission, it seems an opportune time to update.the trail "chapter" of the Park and <br />Recreation Commission's Comprehensive Plan. <br /> <br />The Chapter will have five main components; the most important being the map. There will also be <br />a characterization of each significant trail, a section on rationale, design, and statements or goals. <br />Attached is a dr~ft framework for the above. Please review for additions or clarity prior to <br />December's meeting. In addition to the existing contents, a description of each significant trail and <br />additional design lschematics will be added. <br /> <br />As it relates to design, Bill Smith provided sample trail corridor layouts which prompted <br />discussion on mi~nimum trail surface widths. The current trail pavement width of eight feet may <br />need to be increased to ten feet in some instances.
