INTRODUCTION AND GENERAL CONSIDERATIONS The Park and Recreation Commission's (here after referred to as the Commission) Lawful Gambling Fund Review Committee comprises nine individuals including the City Administrator and the CommisSion's Ex Officio. Throughout the year the Commission will solicit and accept applications for projects occurring the following year. Applications will be accepted at any time. The deadline for submittal of projects will be 5:00 p.m.~the second Friday of January for projects to occur that year. For 1995, the Commission has available approximately $3,000, equating to one or more projects totaling more th~ $6,000 in "value". Applicant's are qrgcd to make early contact with a Commissioner or staff member to: ensure appropriateness ,With the program's intent and the City's plans; to potentially improve the proposal with other elemettts and cooperation; and, to define potential City project assistance. Applying for thi~ program is not a guarantee of funding. If there is a more appropriate source of funding, your prd~sal may not be eligible or you will be advised early in the process to seek other sources of assistance. The Commissionireserves the right to modify the provisions of this application when it is deemed in the best interest of the City, including modifying the available dollars to fund additional worthwhile projects. Conversely, the Commission may decide not to fund any projects in a given year. The project must Clearly benefit youth of Ramsey by recreational improvements or related property improvements wiih City limits, or in the case of outdoor environmental education, the project must provide lasting b{nefits for Ramsey's .residents. 1995 Project Emphasis The Comrrfission xeserves the right to exclude certain projects or provide special consideration for others. For 1995 Sere is no project emphasis guidelines to consider. Evaluation Process Each Committee;member will receive copies of all proposals to review prior to the February meeting. After the applicant's presentation to the Commission, each Committee member will assign a ranking ~o the projects. The rankings would be added then divided by the number of voters to determiq, e the initial ranking. At this point, the Committee will undertake a discussion to ensure that the resultant rank of the project does indeed fit the City's need. This collective review may allow for a r~-vote of all of the project or an agreement to modify the scope of the program or the available dollars to ensure the City receives the most for its effort.
