CURBSIDE <br />By: James <br /> <br />RECYCLING CONTRACT <br />Gromberg, Project Manager <br /> <br />Case # <br /> <br />Background: <br /> <br />As the Finance Committee is aware, the City's current recycling contract expired at the end of <br />1993. Since tha~ time, the contractor has been providing this service on a month-to-month basis <br />until the City m~kes a decision on the future type of billing system that would be available and the <br />possibility of th~implementation of a charge for the reeychng service. The City Council requested <br />that any contract!allow for the possibility of the City changing the way in which recycling service is <br />provided. <br /> <br />Based upon this icritcr/a, the City has developed the attached contract. The major changes from <br />previous contrac~ are as follows: <br /> <br /> First yea.t: <br /> <br /> a) The charge per household will be $1.27 per month. See attached table for <br /> comparison of garbage and recycling costs in other communities in Anoka Count3,. <br /> <br /> b) ACE will provide the required roll-off containers and labor for two recycling days. <br /> <br /> c) The addition of phone books to the curbside pick-up mater/als. <br /> <br />Second year: <br /> <br />a) <br /> <br />b) <br /> <br />Tl);e charge per household will be $1.35 per month. <br /> <br />PiCk-up dates will be changed to every other Monday from the current 1st and 3rd <br />~ 2nd and 4th Mondays. . This is. being considered to alleviate both. the confusion <br />th~tt currently occurs ~n months w~th five Mondays and a more efficaent use of the <br />contractors equipment~ This does not add any additional costs to the program.. <br /> <br />c) <br /> <br />Ttie City may escape the contract if it changes the way in which recycling service is <br />prb. vided to the City. <br /> <br /> The Finance Committee may also want to decide future funding for the curbside recycling <br /> program. At this ~ime it would appear that the City has the following options: <br /> /-t _ 1) ~ra~~° provide billing for the recycling service. There would be start- <br /> /"~( ~,//'~ up~ charges o"f~pproximately $5,000 for this service. <br /> <br />~//~/ 2) Tt~e City may want to consider the implementation of the franchise fee to provide a <br /> ne~v__funding source for this program. This source of funding would allow for <br /> srr~. er start-up costs but may h/de the fact that residents are.now paying for this <br /> service. <br /> <br />5t <br /> <br /> <br />
