CASE # ~
APPROVAL TO HAVE MASYS DIAGNOSE OPERATIONAL PROBLEMS WITH
THE POLICE TI990 COMPUTER SYSTEM
By: Jessie L. Hart, Finance Officer

Background: f
The police compgter programs, ENFORCE, operate on the TI990~omputer system.
Access to the p_ ~rj:~ams is done by using either a PC terminal or a TI931 t~nal. Over th,e, past
several month~Cs~,sers of the system have been experiencing a large number of "lock-ups' that
fi-equently requfi~ someone to physically m-boot the entire system.

While these problems don't appear to be damaging the integrity of the information going into or
coming out of th/g system, a large amount of time is being spent re-booting the system. At this
poir~t is thought!that the problems are being caused by the TI931 terminals and keyboards.
The main computer system, as well as the programs, are covered under a maintenance agreement
with MASYS, butt the terminals an~ keyboards are not. In order for the problem to be properly
diagnosed~)s--t0--h~ MASYSt~ ~,~'~ a rime and materials basis$ to determine if the TI931
terminals are the.~roblem, and what ne~2ts to be done to correct the t:lroblem. In conversations
with representatiqes at MASYS, they have indicated there are a number of things that can be tried
to diagnose the problem.

Staff Recommondation:

As you might recaJ1, we are currently reviewing the overall computer needs of all areas of the City,
and this includes the Po[ice Department and the potential for additions to their system. The plans
remain to requestffor bnd~et year 1995 all of the computer needs. If this problem is diagnosed as
something that n~x~s~ care of immediately, it may be necessary to do something sooner than
anticipated.

Staff recommends contracting, on a time and materials basis, with MASYS to diagnose the
continuous "lock4up" problems being experienced on the TI990 ~ computer system.
Staff would then ~port back as to the diagnosis and the solution.

Committee Action:
r
~l~/prove contract(lng, on a time and materials basis, with MASYS to diagnose the continuous
'lock-up" problen]s being experienced on the TI990~.~computer system.

Reviewed By:

City Administrator
Finance Officer
Pot/ce Chief

FC: 03/22/94

4q
