CITY OF RAMSEY <br />STREET LIGHTING POLICY <br /> <br />It shall be thE purpose o1' Lhe policy to provide a rational basis for the location, type and method ot' <br />financing of rg.. unicipal street lighting within the City. <br /> <br />Background~: <br /> <br />Two distinct classifications of street lighting are acknowledged. Priority arterial street lighting consists of <br />lights placed gt key intersections and other priority locations within the City. The chief benefit from this <br />type of lighti[ag shall be for improving safety at the intersection and as a navigation aid to motorists. <br />Because of the general nature of the benefits from this type of lighting, it shall be financed through the <br />C, ty s General Fund. <br /> <br />Subdivision lighting is the second classification of street lighting. The major benefits from this type of <br />lighting is in~reased pedestrian safety, particularly in areas without sidewalks, and increased crime <br />prevention. These benefits occur chiefly to residents of the subdivision, who should be involved both in <br />the decision t6 provide such street lighting and the financing of thc system. <br /> <br />Priorily Ar~rial Street Lighting: <br /> <br />Priority arterial street lighting locations shall be limited to intersections at the state trunk highways, county <br />roads and arterial city streets. Sequential priority levels shall be established which shall generally utilize <br />traffic volum[es as the chief criteria. However, other criteria affecting priority shall include a) high <br />frequency of '~ighttime accidents; b) marked pedestrian crossings at schools and parks; and c) unusual <br />sight limitatio, ns. The City Engineering and Police Departments shall jointly establish, maintain and <br />periodically r~view the locations which shall be classified in the following priority levels: <br /> <br /> Priority A - Very Much Needed <br /> Priority B - Needed <br /> Priority C- Desirable <br /> Priority D - Eligible <br /> <br />Arterial street lighting shall consist of economical wood or fiberglass standards equipped with high <br />pressure sodi~Um lamps and cobra head luminaries fitted with a flat glass lens. Other technical <br />specifications [shall be determined by the City Engineer. <br /> <br />Subdivision ~Street Li,~h~in~: <br /> <br />This type of sfi"eet lighting shall be provided at regular intervals of approximately 200 to 300 feet along all <br />streets within[a subdivision. The light standard shall be the traditionaire style supplied and installed <br />pursuant to Afioka Electric Cooperative's standard specification. <br /> <br />Use of Escrows Deposiled for Street Li~hling: <br /> <br />Any monies cl~posited by developers for the purpose of providing street lighting shall be utilized for the <br />installation of ~treet lights in accordance with this policy within the area of the subdivision from which the <br />monies were 0brained regardless of thc priority designation. <br /> <br /> <br />
