Hart, Finance Officer

Background:

Recently, the Milnnesota Supreme Court decreed that all statements taken from in-custody persons
must be recorded and the recording retained.

The Police Chie~ has been working at acquiring recorders for each officer in the past and this court
decision gives i~petus to that effort. While there were three mini-recorders purchased from the
1994 budget, the[e still remain six officers who do no have mini-recorders.

The cost per unit is $105.00, which includes tax. A total dollar amount of $630.00 would be
needed to purchase the additional six mini-recorders. There is currently sufficient monies in the
uniforms and tu ~m-out gear account to cover the cost of these recorders. A budget amendment of
$630.00 would be made from account #42261 into account #45560 to cover the cost of these
recorders.

With the future i~plementation of new capitalization policies, it is anticipated that this cost will be a
part of the cost of the uniforms and budgeted accordingly.

Staff Recommendation:

Staff recommenOs Committee approval of the purchase of six mini-recorders at a cost not-to-
exceed $630.00 [brough the adoption of the attached resolution.

Committee Action:

Motion to recorr~end City Council adopt the Resolution Authorizing a Budget Amendment for the
Purchase of Six Additional Mini-Recorders for the Police Department

Reviewed By:

City AdministratOr
Finance Officer
Police Chief

FC: 10/25/94
