Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #94-10- <br /> <br />RESOLUTION DIRECTING STAFF TO SUBMIT A REQUEST FOR FUNDING <br />TO THE MINNESOTA BOARD OF GOVERNMENT INNOVATION AND <br />COOPERATI6N <br /> <br /> WHEREAS, the Cities of Anoka and Ramsey have adjacent, municipal water, sanitary <br />sewer and storm [sewer systems; and <br /> <br /> WHEREAS, the Cities of Anoka and Ramsey have scheduled infrastructure <br />improvements wlthin their individual systems over the next several years; and <br /> <br /> WHEREAS, each of these systems operates independent of the system of the adjacent <br />community to the exclusive benefit to the residents of the community; and <br /> <br /> WHERI~AS, the Minnesota Board of Government Innovation and Cooperation has <br />funded a progratn wherein communities are encouraged to jointly conduct activities normally <br />conducted wholly to the benefit of one community; and <br /> <br /> WHEREAS, said program provides a source of funding to examine if in fact conducting <br />joint activities may be a financial benefit to the community; and <br /> <br /> WHERI~AS, funding within the City of Ramsey does not otherwise exist for study <br />activities which {lo not have an immediate financial return, may never in fact result in any positive <br />impact to the cofiamunity, and in tight financial times could be perceived as extraneous spending; <br />and <br /> <br /> WHEREAS, given the above joint planning of a utility district, while a positive <br />proposal, would t~ot occur without an outside funding sourcef0r financial incentive; and <br /> <br /> WHEREAS, the Minnesota Board of Government Innovation and Cooperation provides <br />just such financial incentive. <br /> <br />NOW THEREI~ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY,; ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That staff is hereby directed to submit an application for funding for planning an Anoka- <br />Ramsey joint utility district. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmemb~r <br /> alad upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 25th day of October, 1994. <br /> <br />5 <br /> <br /> <br />
