Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #94-10- RESOLUTION DIRECTING STAFF TO SUBMIT A REQUEST FOR FUNDING TO THE MINNESOTA BOARD OF GOVERNMENT INNOVATION AND COOPERATI6N WHEREAS, the Cities of Anoka and Ramsey have adjacent, municipal water, sanitary sewer and storm [sewer systems; and WHEREAS, the Cities of Anoka and Ramsey have scheduled infrastructure improvements wlthin their individual systems over the next several years; and WHEREAS, each of these systems operates independent of the system of the adjacent community to the exclusive benefit to the residents of the community; and WHERI~AS, the Minnesota Board of Government Innovation and Cooperation has funded a progratn wherein communities are encouraged to jointly conduct activities normally conducted wholly to the benefit of one community; and WHEREAS, said program provides a source of funding to examine if in fact conducting joint activities may be a financial benefit to the community; and WHERI~AS, funding within the City of Ramsey does not otherwise exist for study activities which {lo not have an immediate financial return, may never in fact result in any positive impact to the cofiamunity, and in tight financial times could be perceived as extraneous spending; and WHEREAS, given the above joint planning of a utility district, while a positive proposal, would t~ot occur without an outside funding sourcef0r financial incentive; and WHEREAS, the Minnesota Board of Government Innovation and Cooperation provides just such financial incentive. NOW THEREI~ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,; ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That staff is hereby directed to submit an application for funding for planning an Anoka- Ramsey joint utility district. The motion for the adoption of the foregoing resolution was duly seconded by Councilmemb~r alad upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 25th day of October, 1994. 5
