Case

Introduce Proposed Ordinance to Establish Regulations for
Moving Structures into and Within the City of Ramsey

Zoning Administrator Frolik stated that the subcommittee formed to work on the issue of
accessory uses and buildings also took on the task of establishing regulations for moving
structures into or within the City of Ramsey. At the last workshop meeting of this
subcommittee, Staff was directed to draft an ordinance to prohibit the moving of structures
into and within the City. Staff discussed this direction with the City Attorney and he
advised against absolute prohibition as it could be challenged as discriminatory. He stated
that establishing stringent regulations for moving in structures can provide the protection
the City desires without being discriminatory. The subcommittee agreed upon the
following: Allow accessory structures to be moved into or within the City with a building
permit; and require a building moving permit for homes to be moved into or within
Ramsey. The building moving permit does require a review by the Planning Commission
and approval of the City Council. Approval would be based on, but not limited to,
building architecture, style, age, construction materials, and valuation. An approved
building moving permit will require the applicant to post a financial guarantee to ensure
proper completion of the project. The amount of the financial guarantee would be
determined on a case by ease basis,

Motion by Councilmember Zimmerman and seconded by Councitmember Hardin to
introduce the proposed ordinance amending Chapter 8 of the Ramsey City Code to
establish regulations for moving structures into or within the City of Ramsey.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin,
Beyer and Peterson. Voting No: None.

Case ~'/: Proposed Renaming of Sunfish Lake Drive N.W.

City Administrator Schroeder stated that the proposed renaming of Sunfish Lake Drive
N.W. and also 153rd Avenue N.W. was on the September 14, 1993 agenda. The
proposed renaming of 153rd Avenue N.W. was also on that agenda but it will be discussed
at a later date. Three suggestions were received for the proposed name change of Sunfish
Lake Drive N.W.; however, Staff is recommending a fourth suggestion which is Sunwood
Drive N.W. Mr. Schroeder explained that while this suggestion did not come from the
public, it should be noted that the road originates at Sunfish Lake and goes through Wood
Pond Hills and Sunny Pond subdivisions plus provides access to the Wood Pond projects.
It is recommended that the name include Drive as it will be an east/west connector and this
would follow the pattern established with the renaming of Front Street N.W. to Riverdale
Drive N.W.

Motion by Councilmember Hardin and seconded by Mayor Gilbertson to introduce the
ordinance renaming Sunfish Lake Drive N.W. to Sunwood Drive N.W.

Motion carried. Voting Yes: Mayor Gilbenson, Councilmembers Hardin and Peterson.
Voting No: Councilmembers Beyer and Zimmerman.

Case #8:

Introduce Ordinances Amending and Establishing Funds and
Related Policies Pursuant to City Charter Chapter 7.9

Finance Officer Hart stated that earlier the Finance Committee discussed several funds that
should be introduced by ordinance.

City Council/September 28, 1993
