The opportunity to have TH 47 connect directly to Highway l 0 via Thurston Avenue, with a <br />grade-separated crossing of the railroad, warrants further consideration. IfThurston Avenue <br />became the major transportation route, it would most likely be designated TH 47. The existing <br />TH 47 south of CR 116 in the City of Anoka would be "tumbacked" by the State of <br />lvfinnesota, and become a local collector roadway. Access to the existing commercial/retail <br />structures at the present CR 116/TH 47 intersection will be maintained. <br /> <br />Land use surrounding the TH 47/CR 116 intersection is proposed to remain consistent with the <br />Community Commercial desi~ation. The Community Commercial acreage will be expanded <br />up to the intersection with Nowthen Blvd, on the east side of TH 47. Additional transportation <br />improvements are proposed at this intersection. The opportunity to establish clear delineation <br />between residential and commercial land use should be considered. The historic town hall <br />should be relocated and the potential for a city center district evaluated. Another possibility is a <br />pedestrian bridge over TH 47-to provide the residential area on the west with access to the <br />commercial area on the east side. <br /> <br />Figure 2: Andover Bridge Options <br /> <br />Figure 4 illustrates four possible Rum River bridge crossings to the City of Andover. The four <br />options include: <br /> <br />A_ <br />B. <br />C. <br />D. <br /> <br />Powerline easement corridor <br />Golf Course comdor <br />Boy Scout Camp corridor <br />153rd corridor <br /> <br />Each corridor offers its own opportunities for land use development potential. The preferred <br />option is corridor C, Boy Scout Camp. This corridor is favored because it is equidistant <br />between the two existing bridges at Cia, 116 and Seventh Street in the City of Andover. <br /> <br />None of these options have been specifically discussed w/th the City, of Andover. <br /> <br />Figure 3: Elk River Connection <br /> <br />Fig-ute 3 illustrates a possible east-west roadway connection with the City of Elk River. The <br />existing 173rd St. would be improved and ex-tended into the City of Elk River. Jarvis Street <br />would be extended and improved jointly by the Cities of Elk River and Rarnsey. <br /> <br />The proposed la_nd use in this area would be predominately Single Family Residential. A <br />possibility may exist for a small neighborhood commercial center, depending on area <br />development pat-terns. <br /> <br /> <br />
