Figure 5: Eastern Bridge

The Planning Commission rejected this scenario, which has a bridge through 1Vfississippi West
Park as currently shown on county and city maps. Current Anoka County transportation plans
have the bridge road connecting directly to the P,.amsey Blvd./CR 116 intersection. This would
route bridge traffic up ~amsey Blvd. The Planning Commission found this unacceptable,
preferring that the bridge road terminate at a major east/west collector (CK 116) as shown in
Figure 5. The goal would be to route traffic east and west, either on Hwy. 10 or CK 116. The
Commission was still concerned that traffic from the bridge would utilize Ramsey and
Armstrong Blvds. as convenient north/south transportation corridors. Because of this, the
Planning Commission rejected this bridge location in favor of the one described in Figures 6
and 7 and recommends that further planning efforts do not include a bridge through Mississippi
West Park.

Though the Commission rejects this alternative, it is described here to lay the foundation for the
land use options for the area, and to facilitate discussion regarding the bridge and the
transportation and land use changes that may be driven by a river crossing.

The eastern bridge location shown in Figure 5 would bring traffic through the presently
planned right of way in the Mississippi West Park area. The bridge road would pass over Hwy.
10 and a diamond interchange would be construmed. The road would then continue to its
terminus at CR 116.

CR ] 16 is the east/west collector connecting TH 47 on the east and Hwy. 10 via Puma St. to
153rd Ave. on the west. Tra~c on the river bridge road would turn east or west on Hwy. t0
or CR 116, or east on Sunwood Drive, which terminates at the bridge road. This provides
good access to the Industrial, Office Park, and High Density Residential areas.

To the west of the bridge road, CR 1 I6 serves as the business access road for businesses on
Hwy. ] 0 between Armstrong and Puma. Direct access fi.om the businesses onto the highway
can be eliminated, reducing highway congestion. Business Warehouse uses are proposed for
new development in this area.

The area along HWY. 10 east of Ramsey Blvd. is designated for Highway Commercial uses.
Two business access roads provide access to the businesses here and within the Business
Warehouse and Industrial areas north of the tracks. The road between the highway and the
tracks allows the elimination of direct access onto the hi,way, reducing highway congestion,
while still providing good access to the businesses along the highway.

North of CR 116, Single Family Residential designation beans at the golf course and continues
east along the north side of 149th Ave. NE to the'landfill site: Between 149th and CR 116 is
designated Medium and High Density Residential. The landfill area is designated Opefl Space.
A Park would be developed north of this Open Space area. To the south of the Open Space
area is designated Industrial.

6
