1990 COMPREHENSIVE PLA/W A/VIENDMENT <br /> <br />The Comprehensive Plan Amendment was prepared in September of 1990, to serve as the <br />City's response to Metropolitan Council concerns about its request to extend the MUSA <br />boundaries. The Metropolitan Council's major transportation-related concern was that the <br />City should continue development of a frontage road system along TH 10 for the purpose of <br />relieving congestion created by local traffic, <br /> <br />The Plan reiterated findings from the County's transportation plan, specifically stating the <br />lack of forecasted capacity deficiencies on the portion of TH 10 that runs through the City. <br />The Plan also addressed the need to extend 153rd Avenue across the City, hnking it between <br />CSAH 5 and Armstrong Boulevard.
