INTRODUCTION This is therfirst working paper prepared for the City of Ramsey 1993-1994 C~mprehensive Plan Update, land use element. The City's landiuse planning activities to date, and related land use issues of adjacent local governments are reviewed in this working paper. The!consultant completed this work by reviewing City comprehensige plans and land use studies, and by meeting with the City of RamSey staff and the staff of adjacent local governments. PURPOSE The purpose~of this working paper is to review the land use planning activities that have taken place to date in the City of Ramsey. This review of previous planning activities is useful for several ~reasons: It provides a base condition for previous planning work and a star%ing point for this planning study; It encourages efficiency by eliminating the possibility of duplicating previous planning work; It may ~ssist in identifying the relevant issues that need to be a~dressed in the current land use planning activities. EXECUTIV~E S~Y In 1970, the~ Township of Ramsey had a population of 2,727 and city officesiwere located in a one-room schoolhouse. By November, 19U4, the City of Ramsey had incorporated and was experiencingi rapid residential and industrial development throughout the community. The City of Ramsey's land use planning activities cover over two decades of work. The 1970's involved several planning efforts. In 1973, prior to incorporating as a City, the Township of Ramsey developed it~ first comprehensive plan. After incorporating as city, Ramseyiprepared and adopted an Urban Planning District Study and Comprehensive Plan Amendment.
