and resulted in zoning and subdivision regulations for
controlling new residential and commercial development.

Throughout the 1980's, the city of Ramsey continued to experience
above-average residential growth. Until 1985, much of this
residential development occurred throughout the City as large-lot
residential developments without the benefit of municipal
sanitary sewer and water services. In 1985, the southeastern
part of the city received central sanitary sewer.

In 1980, the City prepared its comprehensive plan in response to
the Metropolitan Land Planning Act of 1976. This Act required
all local governments in the Twin cities Metropolitan Area to
prepare a comprehensive plan. Since 1980, the city has prepared
several amendments to its original plan. The purpose of these
plan amendments has been for the most part to amend its urban
service area in response to continued residential development
pressure. In addition, however, the City developed four distinct
development areas as part of its 1990 plan amendment. These four
districts included the following:

Metropolitan Urban Service Area, where the city commits to
supporting and encouraging growth and development in this
development district by providing public services and
facilities.

Urban Reserve Area, is the area between the MUSA and the
city's designated urban area boundary. This is the area
where future MUSA expansions will logically occur. The city
committed to preserving this area for the orderly and
economic expansion of urban services.~ t-

Rural Transition Area, is the area abutting the urban
reserve area and is predominantly one to two and a half
(2.5) acre residential lots. It is not anticipated that
sanitary sewer will be extend to this area for the
foreseeable future.

Rural Service Area, is the remainder of the City. This area
provides for long term, large lot (1 unit per 10 acres)
residential use and agricultural or open space areas.

Working Paper #1
City of Ramsey Comprehensive Plan
Land Use Element

Update
