The opportunity to have TH 47 connect directly to Highway 10 via Thurston Avenue, with a
grade-separated crossing of the railroad, warrants further consideration. IfThurston Avenue
became the major transportation route, it would most likely be designated TH 47. The existing
TH 47 south of CK 116 in the City of Anoka would be "turnbacked" by the State of
Nfmnesota, and become a local collector roadway. Access to the existing commercial/retail
structures at the present CR 116/TH 47 intersection will be maintained.

Land use surrounding the TH 47/CR t 16 intersection is proposed to remain consistent with the
Community Commercial desi~mnation. The Community Commercial acreage will be expanded
up to the intersection with Now'then Blvd. on the east side of TH 47. Additional transportation
improvements are proposed at this intersection. The opportunity to establish clear delineation
between residential and commercial land use should be considered. The historic town hall
should be relocated and the potential for a city center district evaluated. Another possibility is a
pedestrian bridge over TH 47-to provide the residential area on the west with access to the
commercial area on the east side.

Figure 2: Andover Bridge Options

Figure 4 illustrates four possible Rum River bridge crossings to the City of Andover. The four
options include:

A.
B.
C.
D.

Powerline easement corridor
GoffCourse corridor
Boy Scout Camp corridor
153rd corridor

Each corridor offers its own opportunities for land use development potential. The preferred
option is corridor C, Boy Scout Camp. This corridor is favored because it is equidistant
betw~n the two existing bridges at CR 116 and Seventh Street in the City of Andover.

None of these options have been specifically discussed with the City of Andover.

Figure 3: Elk River Connection

Figure _3 illustrates a possible east-west roadway connection with the City of Elk River. The
existing 173rd St. would be improved and e:ctended into the City of Elk River. Jar,As Street
would be extended and improved jointly by the Cities of Elk River and Rarnsey.

The proposed land use in this area would be predominately Single Family Residential. A
possibility may exist for a small neighborhood commercial center depending on area
development patterns.
