March 2, 1994 <br />Page 4 <br /> <br />Mr. Tinldenberg felt the best place for discussions on the bridge to begin would be the <br />two City Councils. <br /> <br />Mississippi River Crossing: <br /> <br />Through a discussion with the Mayor of the City of Dayton, it was learned that the <br />Met Council has asked the City of Dayton to wait for results from the Anoka County <br />Transportation Plan before deciding on a bridge alignment. Because my discussions <br />with BRW indicated that the bridge location issue would not be addressed, I wanted <br />to fred out from the County how the bridge issue was going to be handled. <br /> <br />Mr. Tintdenberg was not aware of the City of Ramsey's concerns over the location <br />shown on County maps for the proposed Mississippi River bridge and thought there <br />was general agreement on the location as illustrate. He stated that the primary <br />purpose of the new bridge would be to relieve TH 10 of additional traffic. Any other <br />transportation service (benefit) the bridge would provide would be secondary and of <br />lesser importance. For that reason, the bridge could be located west of the location <br />shown on the County map and it would still serve its primary function. <br /> <br />He stated that the County has no preference on any particular location and would be <br />wilhng to cooperate with Ramsey on selecting the most appropriate location. He did <br />encourage the City to evaluate the development potential associated with each <br />alternative location and felt that a bridge alignment"in Ramsey could be a benefit in <br />terms of development opportunities. <br /> <br />RECOM~YIENDATION <br /> <br />There is a great deal of confusion about the goals of the Anoka County Transportation <br />Plan. It would be worthwhile to fully understand what the goals of the Plan actually <br />are. City staff should discuss with Mr. Tinklenberg the need for assistance in <br />determining the most appropriate location for the river crossing in Ramsey. <br /> <br />Alternative river crossings could be tested in the regional transportation model during <br />the County's transportation plan study to determine which location best meets the <br />primary goal of relieving traffic on TH t0. At the same time, the secondary benefits <br />of the alternative locations could be quantified. The land use schemes developed by <br />RLK and Biko Associates could be used as inputs in the regional model. <br /> <br />It is not suggested that the model would give the definitive answer to th/s issue. It <br />would, however, provide additional information that could be used to reach a rational <br />decision. <br /> <br /> <br />
