Memoran~ium
April 6, 1~94
Page 3

The 1991
survey in~

Vghen ask
communi~

Plan included a needs survey of community residents. Response to the
icated that a trail system was the top ranking need.

ed to describe the kinds of multi-purpose trails that are needed in the
7, residents indicated the following, in rank order:

Bi~cle
Pedestrian
Crc~ss country skiing
Ho~se
Snowmobile ,
Otl~er (three wheeler, hiking, nature trails)

Standard~ and Specifications

As cited im the Plan, the standard width of recreational trail corridors within the
Urban Se~ce Area should be 35 feet. A 75 foot-wide cross-section was indicated for
the standard trail corridor outside the MUSA boundary. The wider width would allow
for development of two separate treadways for equestrian, cross country' skiing,
jogging, bi~king, or pedestrian activities. The widths are to include adequate buffers
between t~e trails and any adjacent residential use and provide space for linear park
developmdnt rather than simply a narrow treadv~ay.

The Trott ~rook Multi-Purpose Trail System was cited in the 1991 Plan as the only
facility that would accommodate snowmobiles. A 100 foot-wide buffer on either side
of the 75 fOot-wide (minimum) trail corridor was also part of the Plan.

At the tiros the 1991 Plan was prepared, on-road bike routes had been established by
the City a~.d Mn/DOT along CR 57, CSAH'5, and CSAH 116. The Plan describes the
recreation_~l trails that existed in 1991 and the proposed trail system. As part of the
analysis f~r developing the Trail System element of the Comprehensive Plan, a
comparisofl will be conducted of what was proposed in 1991 and what has actually
been implemented. Existing bike path facilities wilt also be evaluated to determine
if they me~t the most current standards developed by MnfDOT.
