League of Minnesota ,ties

Ryan Schroede~
Ramsey City A~ministra~or

Re: cities i~plementing change~ affecting electoral process

VIA FAC$IMILEi (61Z-427-$543)

Dear Mr. Schr~eder:

This respondS to your request for information concerning any
Minnesota ¢~ties which have made major changes in their
political/ele~toral structure. I have searched our files for the
past couple lof years and have come up with the following,
non-exhaustiv$, list.

Osseo and VeSta both mwitched from being Standard Plan cities to
being Plan Al cities. Silver Bay, Red Lake Falls, Winthrop, and
Eagan have switched to even year elections.

Coon Rapids ~ncreased the size of its Council from five members
to seven. St%llwa~er may have implemented a ward system (it was
unclear whether passed).
Eagan and East Grand Porks increased their mayors' terms from two
years to foul years; and, on ~he other hand, Thief River Palls
shortened the .r mayor's term from four years to two years.

The most dr~;tic change was undertaken by the City of Island
View, which d .~solved in February 1992.

I hope this ~rovides you with at least some of the information
you were loo~ing for. If you would like more information, let me
R/lOW.

Sincerely,

Darin Teske
Research AssiStant
