Councilmember introduced the following resolution and moved for its adoption: RESOLUTION g9~-11. A RESOLUTION ADOPTING FINDINGS OF FACT #_~].9RELATING TO A REQUEST FROM CITY OF ANOKA ELECTRIC UTILITY (AMU) TO INSTALL AND OPERATE ELECTRIC TRANSMISSION LINES WFFHIN THE CITY OF RAMSEY ("CITY") WHEREAS, the City of Ramsey adopted Ordinance #92-13 granting a franchise to AMU and Anoka Electric Cooperative to consruct and operate electric distribution systems and transmission lines within the City limits. NOW THEREFORE, BE IT RESOLVED OF THE CITY OF RAMSEY, ANOKA MINNESOTA, as follows: BY THE CITY COUNCIL COUNTY, STATE OF 1) That AMU, hereinafter referred to as "Applicant", has properly applied for a Utilities Permit to construct and operate a 115 Kilovolt (KV) electric transmission line within the Ci5, limit~ along the following described route: Commencing at a point where the westerly boundary, line of the northwest quarter of the southwest quarter of Section 22 intersects 153rd Avenue N.W. and heading south to the approximate location for the intersection of Sunwood Drive and Sunfish Lake Blvd. N.W., then heading southwest to the northeast corner of Gateway North Indusmal Park Plat #2, then south to the Burlington Northern railroad tracks, then east to the Anoka city limits (see Alternate 3 on Exhibit A attaYned hereto). ("Route"). 2) That the Applicant has stated that a 'no-build' alternative is not an option and the transmission Lines are necessary to maintain adequate service to customers of AMU, which includes residences and businesses in .the City of Ramsey. That the Applicant appeared before the Ramsey Planning Commission on October 4, 1994 and the minutes of sad meeting are hereby incorporated by reference. 4) That the proposed 3 miles of transmission lines will be installed on parcels zoned Indusrr/al, which is a compatible land use. 5) That the Applicant has stated that the transmission hnes will be consamcted to 115 KV requirements but will be operated at 69 KY. 6) That the Applicant has stated that the poles will be 50-70 feet in height and that less visually obtrusive alternatives are not econorrficatly feasible. 7) That the Apphcant has stated that no Federal or Public Utilities Commission perm/ts are required. 8) That City Staff has recommended that the community impacted by thc project receive good and valuable consideration hn response to the visual inu-usion.
