9) That no ~thcr utility permits have been issued in the City since the adoption of the franchiseiordinance in 1992. 10) That the ~roposed transmission lines will not be unduly dangerous or otherwise detrimentia] to persons residing or working in the vicinity of the use or to the public welfare. · 1 I) That the proposed transmission lines will not adversely impair the usc, enjoyment or marke~ value of any surrounding property. [ 12) That the Proposed transmission lines will not be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the existing ~r intended character of the general vicinity. 13) That the ~roposed transmission lines will not be disturbing to existing or future neighboring uses. That the ~roposed transmission lines will not be hazardous to existing or future neighboffng uses. 15) That the ~roposed transmission lines will not be detrimental to the economic welfare of the cor~rnunity. 16) That the ~roposed transmission lines will have a positive economic impact on the community. 17) That the Proposed transmission lines will not involve uses, activities, processes, materials ~nd equipment and conditions of operation that may be detrimental to any persons, property or the general welfare by reason of excessive production of fumes or bdors. 18) That the ~lanning Commission did discuss alternatives to the proposed wood pole with the Aipplicant on October 4, 1994. 19) The motion for the adoption of the foregoing resolution was duly seconded by Councilmembei' and upon vote being taken thereon, the following voted in favor ~ereof: and the followir~g voted against the same: and the followir~g abstained: and the followirig were absent: whereupon said~resolution was declared duly passed 'and'adopted by the Rarnsey City Council this th~ ~ day of ,1994.
