CASE # <br /> <br /> TITLE CHANGES <br />By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />Attached please see the current organizational chart approved by the Council March, 1994. <br />Since the adoption of this organizational format I have received requests to consider <br />changing the rifles of three existing positions not considered or discussed during the March <br />amendments. You will rec',dl that in March, Council realigned some departmental reporting <br />relationships and amended titles for supervisor3, personnel and one professional/technical <br />position. <br /> <br />The Administrative Services Manager has requested changing the title of <br />"Receptionist/Network Support" to that of "Secretary". The argument is that the position <br />operates the same as the other secretarial positions, therefore, differentiation in title is not <br />relevant. You will recall that this position originally was our receptionist and now is the <br />first backup receptionist in addition to other duties. No change in pa3', pay class or duties <br />is proposed. <br /> <br />The Police Chief has requested changing the title of the "Data Entry Clerk" to that of <br />"Police Technician." ] believe the argument is that the improved title would enhance morale <br />and more closely reflect title of similar positions in other police departments. No change in <br />pa5', pay class or duties is proposed. <br /> <br />The Police Chief has requested changing the title of "Department Secretary" to that of <br />"Office Manager." The argument is that the improved title reflects the duties of the <br />position, h has been asserted that the position manages office work flow and provides <br />work direction to departmental clerical staff. No change in pay or pay class is proposed. I <br />belJeve changes in job description will be proposed if this title is approved to recognize the <br />rationale behind the title change. <br /> <br />Recommendation: <br /> <br />Regarding the f~rst request, I can go along with the rifle of Secretary. It is a position similar <br />to the other three secretarial positions in Administrative Services. In that I have never seen <br />the title of Network Support elsewhere, this change adds clarity to the public. <br /> <br />Regarding the second request, I can support the title of Police Technician. I had also <br />suggested "Records Clerk" or "Clerk/Typist". We have one other Cler-k/Typist position on <br />staff in the Finance Office. I believe "Records Clerk" most accurately describes the <br />position, is easily understood by outside parties, and can be found in other Police <br />Departments. Further, where the Police Technician title shows up in the Stanton Survey it <br />is in the Senior CterLrrypist area. Ours currently is not in this area and is not proposed to <br />escalate. Therefore, the title of Records Clerk would be my preferred, over a title that I am <br />unsure of its meaning. <br /> <br />Regarding the third request of "Office Manager" I do nor agree with the proposal or the <br />rationale for such. When the promotional opportuniry for Sergeant was requested, part of <br />the rationale was administrative in nature (i.e. scheduling, work flow, etc.). To provide an <br />additional "administrative" position at this time in a department of two clerical positions <br /> <br /> <br />
