believe is inafppropriate. A fairly direct corollary can be drawn in Administrative Services
where five dlerical positions exist without a need for one of them to be deemed as a
manager of ~ork direction. A title such as proposed would not serve an organizational
purpose and ~vould not help clarify the duties of the position to an outside part>,. It would
instead treat{ confusion as to the level of the position in this organization. The current job
description ij wholly clerical in nature with no reference to work direction or supervision.
Therefore, I '~lieve this change would result in a request to change the job description in a
substantive ?way. Further, during AFSCME negotiations when making market
comparisonsifor wage purposes, 1 am certain a title escalation would be used to increase
market pay ~mparisons. The title of Officer Manager in the Stanton Survey shows up in
the adminis~ative functional areas. Therefore, I am opposed to this proposal. Perhaps
another title,! which provides the requested morale booster without the problems noted
above, can b~ suggested.

Committee Ac/ion:
Based on dis,Cussion

Review Chacklist:

City Adminisffator
Poi/ce Chief
Administrarivd Services Manager

PC: 1
