CASE # <br /> <br />ANOKA ELECTRIC COOPERATIVE DEVELOPMENT AGREEMENT <br /> ~ By: Ryan R. Schroeder, City Administrator <br /> <br />Background: ' <br /> <br />As Council is aw~ire, the City has been working with Anoka Electric Cooperative (AEC) for a <br />significant period iof time on their relocation to Ramsey. AEC purchased the 145-acre parcel, <br />formerly known ks the Gateway North Industrial Airport, last summer. AEC expects to start <br />construction by August 1995 (construction plans submitted by June 1, 1995) with project <br />completion by Jul~ 1996. The project will include the Service Center as well as the headquarters <br />facility. It is expee~ted that the project will be between $10-12 million in size. <br /> <br />Council has previo~usly authorized Hakanson Anderson Associates to engineer the utility extension <br />for this project. The same firm will be doing the survey work for AEC. We have delayed the <br />engineering until after the approval of the Development Agreement by Council and AEC (scheduled <br />for 12/15/94). W~ are also scheduled to receive urban service area inclusion of this parcel on <br />January 12, 1995. ~The attached is the Development Agreement for this project. Effectively, it is a <br />standard agreemen!. You will recall that this is not a tax increment project, but will be included in <br />the development district in order to use existing tax increment proceeds from the district as a <br />whole.
