CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF DUCK RIDGE; <br /> CASE OF MIKE LEBLANC <br /> i By: Sylvia Frolik, Community Development Director <br /> <br />Background:; <br /> <br />Mike LeBlanc i~ <br />Peltzer Additio~ <br /> <br />requesting sketch plan review of a minor subdivision to replat Lot 1, Block 6, <br />and Outlot A of Regency Pond into 3 urban residential lots; one existing <br />homestead and ~ new lots for development. The'~ubject project area is located at 14910 Garnet <br />Street and north[of 149th Lane. However, in accordance w/th City Council <br />pohcy, property t)wners w~thm ~ 50 feet of the subject property were notified of the proposed plat. <br /> <br />Observations: <br /> <br />The plat is proposing to replat Lot 1, Block 6, Peltzer Addition and Outlot A of Regency Pond <br />into 3 urban si~le family lots: 1 for the existing homestead and 2 new lots for development. <br />The project arealis located within the Metropolitan Urban Service Area (MUSA) and is zoned R- <br />1 Residential. l~'he Comprehensive Plan designates this area for low density single family <br />development an~ low density has been established at 3 units per acre. The proposed plat'reflects <br />a net density of ~.3 units per acre, exclusive of wetland areas. The two newly created lots meet <br />the minimum di_gaensional and area standards established in the R-1 Residential District. <br /> <br />The plat will gain access from 149t~ Lane N.W., an existing dead-end street that si~m~ificantly <br />exceeds the 600 ~'oot length restriction. This is not a desirable situation, especially with potential <br />for development[ of two new residences on the north side of this street. The City is interested <br />connecting 149t~ Avenue N.W. and Garnet Street N.W. at some point in the future and <br />eliminating the ~ead-end cul-de-sacs. However, topography is such that the majority of the <br />future nght-o~-w~y for the logical connection of 149m and Garnet will require the cooperation of <br />Minnesota Pollution Control Agency, owner of Lot 2 Block 6, Peltzer Addition. Per City Staff's <br />recommendationi, there is a remnant of property adjacent to the 149th cul-de-sac bulb that is <br />proposed to be p~atted as Outlot B. The development agreement will require that this outlot be <br />deeded to the Ci~ to facilitate any future fight-of-way that may be needed for the connection of <br />149th and Garneti <br /> [ <br /> <br />-147- <br /> <br /> <br />
