Councilmember Pearson inquired if staff was sure that a $3.00 and $6.00 meter fee would be <br />adequate. <br /> <br />City Administrator Norman replied that he believed that it would be. <br /> <br />Councilmember Pearson stated that if that is the case he could proceed with the fee. <br /> <br />Finance Officer Lund inquired if the Council wanted to amend the ordinance to eliminate the <br />maximum amount collected of $525,000. <br /> <br />City Administrator Norman explained that staff is uncertain how to deal with the issue if they go <br />over the $525,000. <br /> <br />Consensus of the Council was to eliminate the maximum amount collected from franchise fees in <br />the amount $525,000 from the ordinance. <br /> <br />Councilmember Elvig stated that they have not looked at what could be cut from expenditures or <br />what could be used from reserves. He would like to have that information before they agree to <br />any franchise fee. <br /> <br />Mayor Gamec stated that he would not be in favor of taking funds from reserves. <br /> <br />Mayor Gamec recessed the City Council work session to a special City Council meeting at 7:06 <br />p.m. <br /> <br />Mayor Gamec called the City Council work session back to order at 8:01 p.m. <br /> <br />2) Comprehensive Plan Amendments <br /> <br />Community Development Director Frolik stated that the parcels on the north side of Rivl~vn <br />Street, south of Highway #10 are currently zoned single family residential. The Comprehensive <br />Plan designates this area as "Places to Work". The residents are opposed to the proposed <br />rezoning to E-1 Employment and wish to retain the current low-density residential zoning. At <br />the June l0th City Council work session, staff was directed to initiate a Comprehensive Plan <br />amendment. The amendment would change the north side of Rivlyn Street NW from "Places to <br />Work" to low density residential on the Future Land Use map. The Plarming Commission <br />conducted the public hearing on August 7th and recommended that the City Council approve the <br />Comprehensive Plan amendment. The proposed Comprehensive Plan amendment was presented <br />to the City Council on August 26th for approval. A discussion ensued regarding the fact that <br />perhaps the north side of Rivlyn should be changed on the Future Land Use map to Mixed Use. <br />Some residents were present and opposed the Mixed Use suggestion. Council forwarded the <br />matter to another Council work session for further discussion. Staff recommended that the <br />property stay single family residential because Mixed Use development requires a PUD and the <br />area is not large enough for a PUD. <br /> <br />-32- <br /> <br />City Council Work Session/October 7, 2003 <br /> Page 6 of 14 <br /> <br /> <br />
