the water to drain tl~rough the ditch system. It was staff's recommendation that the pond be
outletted to the e~st ditch to rninimize the impact on the residents.

Councilmember pearson inquired as to what type of lighting is being proposed because he wants
to make sure the !ighting impact is minimal on the existing residents.

Community Dev~elopment Director Frohk replied that the applicant did submit the proposed
lighting plan, bu~ the City Engineer has not had time to review the plan. Any approval would be
contingent upon ~_he City Engineer review and approval of the lighting plan.
.I
Assistant Direct~ of Public Works Olson noted that the revised plan does show that the residents
are qmte protected.
[
Councih-nernber !Cook inquired if it was possible to table action since there are so many
outstanding issues.

Assistant DirectOr of Public Works Olson replied that the developer would like to get started
because it will b~ getting cold very soon. .

Nell Frazen, law~yer representing Pearson h'~vestments, LLC, stated that the issue with the curb
cut is that they ~ave a limited amount of available land in front of the service bays in order to
accomplish entr~ and exits into the service bays. What they were proposing is the same as what
Shorewood RV gas for their service bays.

Councilmember ,.Elvig inquired if there would be customer travel around the entire building.

Rick Olsen, SEI~ Architect, stated that typically there are customer traffic routes around the
entire building., b~ut the area where units are being stored for-service is typically gated off with a
security fence. [

Assistant Directo~r of Public Works Olson inquired if it would be possible to move the building
back to accomrnQdate a better access.

Mr. Rick Olsen [eplied that the turning radius on the south side of the building accommodates
the smaller units,~but it will not accommodate the larger units.

Councilmember Elvig stated that he was in favor of the wider cut at 100 feet, simply because he
has experience w~th driving a large motor coach.
Assistant Direct? of Public Works Olson suggested that they receive some input from the Police
Department pno~ to approving the width of the drive to make sure they do not feel it will cause
any safety conce~s.

Councihnernber ~urak inquired if there was a way to allow them to move forward with-~ading
and yet still com~ back with a plan with some of the concerns addressed.

City Council/October 14, 2003

-73-
