Councilmember Cook replied that the Council could approve the plan and let the developer work <br />with staff on the width of the driveway. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to approve the proposed <br />site plan for construction of an RV sales and service center contingent upon compliance with <br />City staff review letter dated September 24, 2003, revised October 10, 2003, the drainage issue <br />being resolved, the large entrance cut being resolved, and approved lighting plan. <br /> <br />Further discussion: City; Attorney Goodrich inquired if the Council wanted staff to get input <br />from the Police Department regarding the width of,the access. The Council replied absolutely. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Kurak, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #11: <br /> <br />Request for Final Plat Appr. oval for Town Center Gardens, Case of <br />Brightkeys Development C&-poration <br /> <br />Assistant Community Development Director Trudgeon stated that .Brightkeys Development <br />Corp. has submitted a final plat for the Town Center Garden town_home development. The <br />property is generally located in the northwest corner of County Road 56 (Ramsey Blvd.) and <br />County Road 116 (Industry Blvd.). The total development site consists of 51.91 acres and <br />Brightkeys is proposing to develop a first phase of 108 townhomes. On September 9, 2003, the <br />City Council approved the grading plan for Town Center Gardens and entered into a grading <br />development a~eernent with Brightkeys. Grading has commenced on the site. Brightkeys is <br />proposing to develop 108 units in their first phase. The approved preliminary plat showed I52 <br />townhome units. The final plat' will develop 24 "new urbanist" units in tlzree, eight-unit <br />buildings and 84 "rowhouse" units in six and eight unit buildings. Outlot A and C were <br />previously shown as outlots on the approved preliminary plat and will need to go through the <br />subdivision process (sketch plan, preliminary plat, and final plat) as required under City Code. <br />Outlot B was shown as containing housing units, streets and other improvements on the <br />preliminary plat approved by the City Council. Outlot B must conform to the approved <br />preliminary plat and site plan and must receive final plat approval before further development <br />can occur. In reviewing the street names shown on the plat, Staff will require that the east-west <br />portion of the street labeled as Olivine Street NW. should be renamed 147th Terrace. The north- <br />south portiol! should remain labeled as Olivine Street NW. Park Dedication fees in the amount <br />of $1'94,400 and trail development fees in the amount of $51,300 are due as part of the plat. The <br />City is requiring the developer to construct a trail along Ramsey Boulevard up to 149th Avenue <br />A small portion of this trail will be credit eligible. J2a lieu of a lift or gravity system, between <br />October 2003 and July 2004, the Developer may utilize an alternate temporary holding system <br />that meets the approval of the City Engineer. This temporary holding facility will be the <br />responsibility of the developer to pump daily to prohibit sanitary sewer backups. Any backups <br />that occur as a result of failure to pump the telnporary holding facility will be the developer's <br />responsibility. The system will provide service to residences on pads developed in Town Center <br />Gardens while the main trunk lines for the Ramsey Town Center development are installed.
