PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Persprmel Committee conducted a regular meeting on Tuesday, October 14, 2003 at <br />the Ramsey Fire ~tation Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present! <br /> ? <br /> i <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Chairperson Todd Cook <br />Councilmember Patti Kurak <br />Councilmember A1 Pearson <br /> <br />Assistant City Administrator Heidi Nelson <br />Human Resources Manager Givonna Reed <br />Community Development Director Sylvia Frolik <br /> <br />Chairperson Coo~ called the regular meeting-of the Persom~el Committee to order at 5:32 p.m. <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: S~ond Reading and Adoption of an Ordinance Amending Section 2.03, <br /> Bt[ards and Commissions <br /> <br />Human Resourco? Manager Reed stated that since August 12, 2003, the Persormel Committee <br />has had several d. iscussions regarding the length of time it takes to fill vacancies on the City's <br />boards and comrr~ssions, as well as the lack of attendance at board and commission meetings. In <br />response to attendance issues, the Council directed staff to draft an attendance policy that would <br />allow the City Cc[uncil to remove a board or commission member from his or her seat after tlzree <br />absences in any ~ix-month period, regardless of the reasons for the absences. Absences will be <br />tracked by staffi liaisons using time sheets and or meeting minutes. The ordinance was <br />introduced on September 23, 2003. <br /> <br />Councilmember.~earson stated that he had attended the last Planning Commission meeting and <br />there seemed to tan some concern by the Commission members about the ordinance the Personnel <br />Committee was ~onsidering. He suggested that it might be beneficial for the City Council to <br />hold a joint meeti~ng with the Planning Cmmnission to discuss those concerns. <br /> <br />Councilmember ~ook stated that he had previously spoke with the Chairperson of the Plmming <br />Commission at which time they discussed the possibility of appointing an alternate to the <br />Commission and~at that time the Chairperson indicated that he did not feel that the Commission <br />needed an alternate if the City had a stronger attendance policy in place.
