[ <br /> <br />AUTHORIZE REMAINING 2003 PARKS CAPITAL IMPROVEMENTS <br /> By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As part of the 2003, Parks Capital Improvements Program (CIP), irrigation and two shelters were <br />proposed for Flintwood Terrace Park as well as an important trail connection to the existing Lake <br />Itasca Trail. <br /> <br />At their regular September meeting, the Park Commission recommended that City Council <br />proceed with both projects. <br /> <br />Observations: <br /> <br />Both of the above CIP worksheets are enclosed. <br />maintenance costs: <br /> <br />The information below also references annual <br /> <br />Flintwood Terrace Park <br /> <br />This project would entail irrigating the entrance along 142nd Avenue and around the playground <br />area. To the north of the playground would be a hexagonal shelter. Another shelter would be <br />placed at the south side of the "lake" west of the Ponds Subdivision. This would serve both <br />picnickers and tr~l users. The total cost for two hexagonal shelters meeting city specifications, <br />with concrete, installation and tax is approximately $58,000. The irrigation element with <br />connection to the municipal system would require the remaining $17,000 of the $75,000 project. <br />Staff is seeking authorization to proceed with designing the irrigation system and then bringing <br />back quotes for the entire project for spring installation. <br /> <br />Annua//zed fllaintenance expenses: The annual maintenance needs of one open air <br />picnic shelter am estimated at .5 hours x 18 weeks of active use, or 9 hours (.004 <br />FTE's) of ordinary maintenance specific to the shelter each year. However, reshinfllin§ <br />will be required every 20 - 25 years. <br /> <br />The irrigation system requires more of an investment. The annual operating cost for an <br />irrigation system., as proposed is approximately $1,530 per acre. This includes water, <br />electricity, repairs and maintenance such as winterization. This project should be <br />considered to cost about $1,500 to $2,000 per year to operate. <br /> <br /> <br />
