John LucJ a _ 14341 Uranium Street N.W. - Stated that the City has been very
understand !ng and patient with Waste Management and Waste Management has been very
patient wit I the City but now he is furious. John stated that he is sick and tired of having
to come to City Hall because of garbage issues.

Todd Hunl- 6337 143rd Lane N.W. - Stated that he moved to Ramsey two years ago and
through hi education over the past two years, he has to question his understanding of
governme~ t; he thought government was for the people. Todd stated that he doesn't get
paid a dim to attend City meetings but yet he has to continually attend to remind the City
he has a ri ht to clean water and air and no rats. Todd recalled his comments to the City
when the re shredding operation was being considered; those comments indicated that
when he ent skiing on the landfill he would have two sides to choose from -- one side
would lam him on Site P and the other side would land him in a bunch of tires. Todd
stated that now there would be a third side to choose which would land him in a pile of
manure. ~I ~dd stated that the City should either buy out all the residents or respect the fact
that the Ci ! zoned this area for residential use. Todd inquired if anybody can clearly state
when the adfill will be gone.

Terry Mill ~r - Stated that there is enough volume at the landfill for 6.2 years but there are
only 4.5 ~ears remaining in Waste Management's commitment relating to vertical
expansion.!

Chairman ~Zimmerman reminded the public that this hearing is intended to deal with the
issue of co,riposting, not the life of the existing landfill.
Todd .Hun~- Again inquired as to when the landfill will be gone with no more options for
extenslons~

Chairman Igimmerman stated that the City does not have that much control; Metro Council
has a terd~c amount of control over the lives of the citizens.

John Hein{in - Asked Terry Miller if Waste Management would be satisfied with a 4.5 year
term on thli compost facility.

Terry Mill[r - Replied that Waste Management would be satisfied with a 4.5 year term on
the compoi, t facility.

John Luci~ - Stated that it appears to him that the buffer area of Site P will be used to
generate c~mpost to cover the existing landfill and when that landfill closes, Site P will be
opened. ~ '

Terry Mill~ - Stated that Site P will not be Waste Management's charge; if Site P becomes
a reality, i~will be Anoka County's doing. Waste Management has always said that if Site
P is select{~t and developed as a sanitary or new generation landfill, Waste Management
will try to {pperate the facility but it will be Anoka County and the State of Minnesota that
make the s~lection of the site.

John Hein~n - Inquired if Waste Management can generate a sufficient amount of funds
from the c.~mposting facility to provide and pay for sewer and water improvements to the
neighbori _.rig residents.

Pl~tnning & Zoning Commission Public Hearing/February 6, 1990
~ Page 5 of 7
