The City of Ramsey s position, which is documented, is that the buffer area is
supposed ~ be an area where no activity should be taking place. Waste Management's
proposal _f~ a compost facility falls within what would be the buffer area to Site P and Site
P itself. I~would be difficult for the City to testify there should not be any activity in the
buffer are~while permitting a compost facility at Site P.

Terry Miller - Stated that Waste Management can only go by what the staff at Metro
Council h~tve stated in their letter of February 2, 1990. That letter states that it is the
position o~ the Metro Council solid waste and legal staff that the proposed compost facility
is not a pe,'.thnanent development and therefore the development limitation does not need to
be lifted. The letter also states that the Anoka County staff are of the same opinion. Waste
Management has dealt with Ramsey before on controversial issues and always managed to
work thefl~ out. Waste Management is requesting that the Planning and Zoning
Commiss~n recommend approval of the conditional use permit for a yard waste
compostifftg site contingent ~pon obtaining ,all appropriate permits and resolving the
interpretation of 'development issue. Ramsey s input at this time is important because the
other perrr~i~'tting agencies always want to know the respective city's position before making
a decision.'

Pf~anning & Zoning Commission Public Hearing/February 6, 1990
Page 6 of 7
