Mr. Card explained it is difficult to get on any 800 MHz system sites. They have had discussion <br /> with the City of Anoka previously and were offered some sites but not where MARA needed to <br /> be located. He noted Ramsey's site is good for their area of desired coverage. <br /> Joel Jameson, 5910 146 Avenue NW, representing MARA, said he approached Ramsey <br /> because he is a resident. <br /> City Administrator Ulrich asked about MARA's relationship with other organizations and if <br /> there is a cooperative or competitive relationship. <br /> Mr. Card stated they are familiar with the groups mentioned by City Engineer Himmer and have <br /> a cooperative relationship with those groups on projects. He indicated he did not know if other <br /> groups would approach the City with the same request. <br /> City Engineer Himmer stated it sounds like MARA is metro -wide and other groups are more <br /> regional. <br /> Mr. Card stated that is correct. <br /> Councilmember Backous stated he is not concerned if another request is received and likes the <br /> idea of having the agreement indicate that if a paying customer comes along, MARA's <br /> equipment would be removed. <br /> Mr. Card stated that will not be a problem but clarified that equipment for cellular companies <br /> mount on the side of the towers and MARA equipment mounts on top of the tower. <br /> Chairperson McGlone asked about insurance and liability. <br /> Paul Emeott, 3960 Scheuneman Road, White Bear Lake, advised MARA has a $1 million <br /> blanket liability policy and Ramsey can be named as additional insured. <br /> Public Works Director Olson stated staff will add the requirement for a 24 -hour notice and that <br /> MARA equipment will be removed should there be a paying user. <br /> Councilmember Elvig agreed and suggested the language indicate the MARA equipment will <br /> also be moved due to space needs or conflict of radio waves. <br /> Mr. Card offered to provide their agreement with the City of Minnetonka, which could provide a <br /> template. <br /> Motion by Councilmember Elvig, seconded by Councilmember Backous, to recommend the City <br /> Council direct staff to formalize an agreement with MARA including 24 -hour notice for tower <br /> access, additionally insured on $1 million liability policy, removal of equipment at their cost <br /> should another lease be received or signals conflict, and payment of electric costs. <br /> Public Works Committee / November 15, 2011 <br /> Page 4 of 15 <br />
