<br />Public Works Director Olson explained the entire street is preliminarily designed at this time. <br />Staff has talked to Game Fair about the request to keep the road open. The funds provided for <br />this project by MnDOT need to be spent or encumbered by July 30, 2007. Staffis still reviewing <br />how the project will be split up to accommodate the road being open and the requirement to <br />encumber the funds. He noted this Fire Station is also located on Armstrong Boulevard, and an <br />emergency access will need to be maintained to the Fire Station at all times. <br /> <br />Councilmember Olson asked if splitting the project up will have any impact on the project cost. <br /> <br />Public Works Director Olson replied construction administration will likely cost more because <br />the project will last longer. This project will be a 6 to 8 month process; it may start in the fall <br />after Game Fair and finish up the following year. It should be kept in mind that Sunfish Lake <br />Boulevard will be constructed in 2008; they will not want to be in the situation where there are <br />two arterials down at the same time. The Sunfish Lake Boulevard proj ect has federal funds <br />involved and will be a tight schedule. <br /> <br />Councilmember Elvig stated there seems to be a fair amount of work below CR 116 to Highway <br />10 at a cost of $250,000 for design work. He supports the project being extended up to Alpine <br />Drive, but the $146,000 cost seems to be high when looking at the efforts across the railroad <br />track connecting to Highway 10. <br /> <br />Public Works Director Olson replied there are a number of difficulties on the north side of the <br />railroad tracks that do not need to be dealt with on the south, including storm ponding and <br />wetlands. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #06- <br />10-336 to approve Contract Amendment No. 1 with TKDA for the Armstrong Boulevard <br />Improvements, Improvement Project #06-20 in the amount of$146,677. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #8: <br /> <br />Consider Proposal for Engineering Services for the Replacement of the <br />Ermine Boulevard Culvert <br /> <br />Public Works Director Olson reviewed that at the May 9, 2006 City Council meeting, staff was <br />directed to prepare plans and specifications for the replacement of the Ermine Boulevard culvert, <br />which is located approximately 200 feet west of Eaton Street. This culvert carries flow from a <br />tributary of Trott Brook and currently has open joints that are causing the loss of material from <br />beneath the roadway. The project will also rectify a floodplain issue, which was brought to the <br />City's attention by FEMA. The project will consist of replacing the existing 72 inch culvert with <br />two, 60-foot long 10 ft by 7 ft box culverts that would allow the floodway to be revised so that <br />the entire 100 year flood would be carried through the culvert and would no longer overtop <br />Ermine Boulevard as is currently predicted by the storm water model. Mr. Olson indicated the <br />estimated construction cost is between $120,000 and$140,000. Proposals for this work were <br />received from Hakanson Anderson Associates and Bolton & Menk, Inc.
