<br />Anderson proposal estimate for projects services is $51,800, which is between 37% and 43% of <br />the construction cost. The Bolton & Menk proposal is for a not to exceed cost of $38,500, which <br />is between 28% and 32% of the construction cost. Funding for this project would be from the <br />Storm Water Utility. Mr. Olson advised staff recommends award of engineering services for the <br />Ermine Street culvert street project to Bolton & Menk Inc. in accordance with their letter <br />proposal dated October 17,2006 for a cost not to exceed $38,500. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />#06-10-337 to award engineering services for the Ermine Street culvert street project to Bolton & <br />Menk Inc. in accordance with their letter proposal dated October 17, 2006 for a cost not to <br />exceed $38,500. <br /> <br />Further discussion: Mayor Gamec asked when the work on this project will begin. Public <br />Works Director Olson replied the project will begin in the spring. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #9: <br /> <br />Consider Ramsey Star Express Commuter Coach Service <br /> <br />Moved up in the agenda to be acted on as Case No. lA. <br /> <br />Case #10: <br /> <br />Award Bids for Bunker Lake Boulevard Watermain Improvements <br /> <br />Public Works Director Olson stated bids were opened on October 20,2006 for the Bunker Lake <br />Boulevard Watermain Improvements Project. Sixteen quotes were received, all of which were <br />below the engineer estimate of $361,000. The lowest bid submitted was by Sunblad <br />Construction Inc. in the amount of $272,085.34. Unfortunately in discussions with the City <br />Attorney it has been determined that Sunblad Construction did not acknowledge the receipt of <br />Addendum No.1, which means they did not have the information that allowed them to provide a <br />bid that was apples to apples to the other bidders. All of the remaining companies acknowledged <br />the receipt of Addendum No.1, and all 16 of the addendums were sent in the same way. Since <br />this receipt of the addendum was not received from Sunblad Construction, staff recommends <br />awarding the bid for the Bunker Lake Boulevard Watermain Improvements to the second lowest <br />bidder, Northwest Asphalt Inc. in the amount of $287,496.29. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to adopt Resolution <br />#06-10-338 awarding the bid to Northwest Asphalt Inc. in the amount of $287,496.29 for the <br />Bunker Lake Boulevard Watermain Improvements. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Elvig, Olson, and <br />Strommen. Voting No: None.
