<br />21.All costs incurred by the City in executing and administering this permit shall be <br />the responsibility of the permit holder. The permit holder shall maintain a <br />minimum Five Hundred Dollar ($500.00) balance in an escrow account with the <br />City. This escrow shall be used to reimburse the City for expenses incurred in the <br />administration of this permit. At the time the mining operation and site restoration <br />are completed to the satisfaction of the City, the balance of the escrow shall be <br />returned to the Permit Holder. <br /> <br /> <br />22.All grading operations shall be conducted between 7:00 a.m. and 8 p.m. on <br />weekdays only unless otherwise specifically approved by the City Administrator <br />and/or his designee. <br /> <br /> <br />23.The amount of dust or other particulate matter caused by the mining operation <br />shall not exceed the standards established by the Minnesota Pollution Control <br />Agency. No operation shall be allowed when wind gust exceeds 30 miles per <br />hour. <br /> <br /> <br />24.All operations shall comply with all applicable Minnesota Pollution Control <br />Agency regulations and Federal and Environmental Protection Agency regulations <br />for the protection of water quality.
