Issue: <br />The belief that the City does not need a "Deputy" City Administrator and the City is "top <br />heavy's <br />The function of the Deputy City Administrator job changed significantly in 2011 when the <br />Community Development nt Director position was eliminated and combined as part of this <br />position. As established, the position has no line authority to the other departments e.g., other <br />departments don't go through this position to get to the City Administrator. In addition to the <br />functional areas defined by the job description (see attached), a primary role has been to serve <br />as acting City Administrator in the City Administrator's absence and to provide necessary <br />back-up due to scheduling conflicts, time constraints, etc. A City organizational chart and <br />current job descriptions are attached showing the assignment of duties for each department <br />head and management position. <br />Also attached is a survey of surrounding communities showing the number of management <br />employees and total employees at each City. In comparison to the other cities surveyed, the <br />City of Ramsey's management level and total number of staff are low. <br />1]r osal: <br />1. Change Deputy City Administrator/Director of Community Development title to <br />Community Development Director /HRA Executive Director (No salary change <br />is recommended). Position would still serve as an acting City Administrator in <br />the absence of the City Administrator and share that duty with other department <br />heads as needed. <br />• Page <br />2. The duties of this position will be more 'cue by reassigning Human <br />Resources and General Administrative Services functions to the City <br />Administrator. Community development, housing and redevelopment, <br />planning, economic development, building department, information technology <br />and communications will be the focus of this position. This position will also <br />be responsible for managing two significant service contracts; the COR <br />Development Manager and the Building Official/Inspection contractor. <br />
