PRESENTATION BY ANOKA ELECTRIC COOPERATIVE

Representatives of Anoka Electric Cooperative were present to familiarize the Commission
with the different styles of street lights available. It was also noted that two types of cobra
head street lights have been temporarily installed on 167th Avenue for the benefit of the
Commissioners in determining appropriate street light styles. The cobra head street light
style was recommended as the best for lighting intersections without spillage of light into
nearby yards and homes.

Commissioner Hendriksen requested that the Commission be provided with cost
information on the 4 street light styles presented.

Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to table
action on the street light issue until the next regular meeting in order that the Commission
may have an opportunity to view the lights that have been installed on 167th Avenue.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue,
Deemer, Bawden and Terry. Voting No: None.

Motion by Commissioner Hendriksen and seconded by Chairman Zimmerman to interview
Planning and Zoning Commission applicant, Demar Wanstrom, at this time.

INTERVIEW (CONTINUED)

The Commission interviewed Demar Wanstrom from 10:37 p.m. to 10:50 p.m.

COUNCIL BUSINESS (CONTINUED)

Case #10:

Review Modified Development
#1 And Tax Increment Plan:
#5:

Program - Development District
Tax Increment Financing District

Mr. Banwart stated that recent legislative changes would exclude the use of tax increment
financing for trunk line extensions of sewer and water to residential developments. Due to
this impending change in legislation, Ramsey City Council authorized preparation of tax
increment plans to accommodate requests from Windemere Woods, Cedar Hills and
Chestnut Hills.

Motion by Commissioner Deemer and seconded by Commissioner Bawden to declare that
the proposed subdivisions of Windemere Woods, Chestnut Hills and Cedar Hills are
consistent with the official zoning map and Comprehensive Plan for the City of Ramsey.

Motion carded.
