The project involved traversing and fragmenting a number of metes and
bounds properties. The City is attempting to correct some of these land description
deficiencies by creating a registered land survey.

Motion by Commissioner Bawden and seconded by Commissioner Deemer to recommend
that City Council approve of a registered land survey to correct land description deficiencies
caused by the Front Street project.

Motion carried. Voting No: None.

Case gO: Review Horse Ordinance:

Commissioner Hendriksen proceeded to review the proposed horse ordinance with the
Commission and it was determined that it should be amended as follows:

Rather than the sketch plan approval process, sketch plan drawings will be
required to be submitted to the City for maintenance of horses on 3.0 acres
or more. This change in the proposed ordinance would also involve
deletion of that proposed language requiting Planning Commission and City
Council reviews of sketch plans.

b)

Include language that will clarify that maintenance of horses on 'lots of
records' 3.0 acres or less in size will require a conditional use permit.

c)

The table indicating acreage increments and number of allowable horses
needs clarification.

Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend
that City Council approve the proposed horse ordinance pending Commissioner
Hendriksen's approval of the final draft.

Motion carded.
