COMMISSION BUSINESS <br /> <br />Case #1: Request For Preliminary Plat Approval Of Gateway North <br /> Industrial Park Plat 4; Case Of Donald Greenberg: <br /> <br />The Commission proceeded to review the City Engineer's report dated May 8, 1990. <br /> <br />Mr. Banwart noted that the Park and Recreation Commission has recommended acceptance <br />of cash to satisfy the park dedication requirements due with Gateway North Industrial Park <br />Plat 4. <br /> <br />Mr. Greenberg noted that park dedication is based on valuation; two of the lots are correctly <br />valued at $10,000 an acre; however, Lot 3 has 3 acres of waste land and should not be <br />valued at $10,000 per acre. <br /> <br />Mr. Banwart stated that he will have the City Assessor re-evaluate the property. <br /> <br />Commissioner Deemer noted that this plat is a replatting of a minor subdivision and <br />questioned if a full subdivision would be appropriate in this case. <br /> <br />Mr. Banwart stated that any time there is a replat of a segment of a pre-existing plat, the plat <br />will become a new subdivision; the process being used in this case is not circumventing the <br />subdivision ordinance. He also noted that the only difference between a minor and full <br />subdivision is the public hearing and in this case a public hearing was held. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer to recommend <br />preliminary plat approval of Gateway North Industrial Park Plat 4 contingent upon <br />compliance with items contained in the City Engineer's report dated May 8, 1990 and to <br />direct the developer to proceed to the City Council for f'mal plat approval. Further, that the <br />Park and Recreation Commission has recommended acceptance of cash to satisfy park <br />dedication requirements and that the value of the property be re-evaluated accordingly. <br /> <br />Further Discussion: Commissioner Deemer suggested that the plat also provide for a <br />topography and drainage easement. Mr. Banwart noted that a topography will be submitted <br />with the site plan proposed for development of Lot 1. <br /> <br />Amendment by Commissioner Deemer and seconded by Commissioner Hendriksen to <br />require that a drainage easement be provided on the north boundary of Lot 3 of Gateway <br />North Industrial Park Plat 4. <br /> <br />Amendment carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Deemer, Thorud and Terry. Voting No: None. Absent: Commissioner Bawden. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Deemer, Thorud and Terry. Voting No: None.
